Some children will be having sex by the age of 13. Talk to her, ask her where she got it from, I personally would confiscate it just to set an example, allowing her to keep it may have legal implications. If you allow her to keep it you may give the indication that you condone underage sex toy use and encourage her to use it, get more, just create further problems.

The wife once told me she had come across our lads porn stash which had a fleshlight in it and it didn't really bother me as it is just natural that kids are growing up sooner these days. I remember finding and exploring my dads porn stash when I was about 11 so things have not really changed that much. I think over reacting may result in her linking sex with doing something unnatural or wrong and lead to psycho-sexual issues. And remember they teach sex education in primary school these days from the age of about 8.
